133 APPLY FOR FUNDING / FY2027 COMMUNITY PROJECT FUNDING / FY2027 CONGRESSIONALLY DIRECTED SPENDING / RENOVATIONS TO GREENBUSH ROAD BUILDING TO DEVELOP A SENIOR AND YOUTH CENTER WHEREAS, the Town of Orangetown , after due consideration , has determined that it is desirable and in the public interest to undertake the necessary activities for the submittal of a grant application under the FY2027 Community Project Funding (CPF) and the FY2027 Congressionally Directed Spending (CDS) programs to develop a senior and youth center at the Greenbush Road building ; and , WHEREAS, senior residents currently comprise approximately 27% of the Town's total population , alongside a growing population of young people and families ; however , the Town does not have a dedicated , town - owned facility to support comprehensive senior or youth programming and regularly meet in borrowed spaces such as firehouses , churches and synagogues ; and , WHEREAS, the Town is seeking up to $2,409 , 000 in funding to renovate the 1926 building on Greenbush Road into a multi-room , fully access i ble senior and youth center supporting clubs , nutrition services , health and wellness initiatives , and educational programming ; and , WHEREAS, FY2027 CPF and CDS assistance will enable the Town to improve community infrastructure that will strengthen public health , reduce isolation , expand youth engagement , and foster connections ; NOW THEREFORE BE IT RESOLVED , that the Town Board authorizes and directs the Town Supervisor or her designee to submit an application to the FY2027 Community Project Funding and the FY2027 Congressionally Directed Spending programs to renovate the Greenbush Road building to develop a senior and youth center and to execute all documents necessary for the implementation of this work relating to the financial and/or administrative processes of the grant program ; and , BE IT FURTHER RESOLVED, to the extent all or any actions hereby authorized have been executed and/or performed by the Supervisor or her designee all are hereby ratified and confirmed and this Resolution takes effect immediately .

Kenny Noes : None P age 8 of 8 Volunteer Code Enforcement Supplementation rH IBIT 0 3- l0-A '-I In order to supplement existing municipality and county efforts on building, zoning and planning, we should study the implementation of a volunteer code enforcement team members to assist in the support of code enforcement efforts.

The town could develop a Volunteer Code Enforcement Task Force with residents from qualifying fields of interest to be trained in the support of municipality building, planning, and code enforcement efforts .

In working with The County of Rockland and the Municipal Planning Federation, this sample program could be expanded to the county level, and other municipalities seeking to supplement their paid code enforcement and building department teams with qualifies and trained community professionals.

As an example, licensed professional engineers, architects or other similarly licensed and qualified professionals can be allowed to support and assist the town on certain building, planning, and code enforcement efforts on a part-time volunteer basis, working under the guidance of the paid code enforcement team.

The Municipal Planning Federation could host certifying educational courses and additional continuing education and training, much in the way that we would provide for land use and planning board members.

This will ensure that there is a supplementation for appropriate building , zoning and code enforcement, with the goal of assisting and e nh ancing e xi sting pro fe ssional code enforcement team s at no additional cost to town. This would also fr ee u p municipalit y code enforcement teams to focus upon important ins p e c tion an d foll ow up, w hi le having a team of support operat i ng under them.

T hr ough H o rn e R ule , I believe we co ul d success fu ll y create a viable town program that supports and supplements e x isting paid efforts of code enforcement and the building department t hr oughout the to wn .

I fu rther believe if success fu ll y i m plem e nted w it h t h e appropriate guidelines and training mechanisms, that this could become a model prog ra m t hr oughout the state for e nhan ced pla nnin g and enforcement e ffort s , a n d finan ci all y r esponsible gove rnm ent se rv ice supplementation.
